Stop the Tax and Spend Politicians on City Council from Undermining our Houston Taxpayer Bill of Rights
Steven F. Hotze, M.D.
October 31, 2006
Proposition G must be defeated. It is an attempt by Mayor White and the Houston City
Council to undermine our Houston Taxpayers’ Bill of Rights (TABOR) which was adopted
in 2004 when we passed Proposition 2. Proposition G would take the teeth out of our taxpayer
protections.
Houston’s Taxpayer’s Bill of Rights (TABOR), as expressed in Proposition 2, limits the growth
of city government spending to inflation plus the growth in population unless a vote of the
people approves a further increase.
Mayor White not only opposed TABOR when the citizens of Houston overwhelmingly adopted it in
2004 but he refused to implement it. When my brother, Bruce Hotze, took the White to court to
force him to abide by TABOR, the mayor fought it. Mayor White lost twice in court, both in the
State District Court and the in First Court of Appeals. These courts sided with the people of
Houston, ruled against Mayor White and the City Council, upheld Proposition 2, and called for
its enactment. Yet Mayor White still refuses to abide by the will of the people and by the
courts’ rulings. White is now appealing the decisions of the lower courts, which have upheld
Proposition 2, to the State Supreme Court.
Proposition 2, TABOR, was proposed to encourage sound fiscal policy by city government, to
lower taxes, fees and spending so as to promote efficiency in city government. White has
proposed Proposition G in order to destroy TABOR, Proposition 2. White and the politicians
on City Council do not want any checks on their tax and spend habits. White adopted the wording
of Proposition G on the ballot to deceive the public. White and those politicians that promote
Proposition G are dishonest. They fully understand that Proposition G will eliminate the
restraining hand of Proposition 2, TABOR, thus encouraging government waste, and cause your
property taxes and your water and sewer rates to increase.
You can keep a tight cap on government spending tight by voting
AGAINST Proposition G.
We, the over taxed citizens, who have financed the city’s astronomical revenue increases of
59% in property taxes and 67% in sales taxes in the last decade, need to keep our Houston
Taxpayers’ Bill of Rights in order to protect ourselves from spendthrift politicians!
Say NO to higher taxes.
Say NO to government waste.
Say NO to Proposition G.
LET’S KEEP OUR PROPOSITION 2 TAXPAYER BILL OF RIGHTS -- VOTE AGAINST PROPOSITION G
With much appreciation, I remain, as always,
Sincerely yours,

Steven F. Hotze, M.D.
